SELECTBOARD MINUTES

Special Meeting

June 2, 2008

Lower Town Hall   

6:30 p.m.

 

Present:  Nancy Allen and Rick Marsh

Christine Durgin entered the meeting at 6:40 p.m.

Others present:  Administrative Coordinator Dale Bull, Moderator Bart Wendell, Mahar Committee representative Michael LeBlanc, AFC members Ross France, Dave Davis, Fred Richards, Jim Regan, and Bob Bellefeuille

 

Chair Nancy Allen called the meeting to order at 6:35 P.M.

 

1.                  SIGN REQUEST

A request was made by Lynn Scott to put two signs up on the Common reminding residents of the American Cancer Society Rely for Life walk June 6 and 7 at Mt. Wachusett.  Rick Marsh moved to grant the request.  With Christine Durgin not present, Nancy Allen seconded the motion and VOTED UNANIMOUSLY.

 

2.                  REVIEW JUNE 2, 2008, STM/ATM WARRANT

The final versions of the Special and the Annual Town Meeting warrants were reviewed.  Articles 1 through 24 presented no discussion.  On Article 25, the Town budget, the Moderator stated that he would read each line item and the sub-total for each division should then be moved by someone.  Dave Davis agreed to move each division.  Under the PCS budget, it was agreed to raise and appropriate $1,172,477 and transfer $3,000 from the Hildreth School fund and transfer $1,000 from the Josephine Dickman School Fund for a total PCS appropriation of $1,176,477.  It was understood that the PCS would accept this budget number.  Articles 26 through 38 presented no discussion.  Both boards agreed to “take no action” on the purchase of a new copier for the Selectboard office under Article 39.  It was felt that funds could be found this fiscal year to purchase the machine.  Articles 40 through 42 received no discussion.  On Article 43 (option 2), it was agreed to take $15,000 from the insurance reimbursement account or if Article 42 (option 1) passed, to “take no action”.  There was no discussion on the remainder of the articles.

 

3.                  OTHER BUSINESS

Rick Marsh moved to sign a Reserve Fund transfer for $73.80 to pay Dog Officer expenses.  With Christine Durgin not present, Nancy Allen seconded the motion and VOTED UNANIMOUSLY.  Rick Marsh moved to sign a Reserve Fund transfer for $300.00 to pay the Highway Barn oil bill.  With Christine Durgin not present, Nancy Allen seconded the motion and VOTED UNANIMOUSLY.

 

The Board reviewed the final FY07 audit report, the May edition of Cities and Towns, and the proposed 2008 equalization study from DOR dated June l, 2008. 

 

4.                  ADJOURNMENT

There being no further business, Rick Marsh moved to adjourn.  Christine Durgin  seconded the motion and VOTED UNANIMOUSLY.  The meeting adjourned at 7:20 P.M.
